Policy Plugins

Policy Plugins will allow is to change the behavior of the scheduler.

One readily apparent type of Policy Plugin would be one that allows us to designate an agent as an environment agent, that runs in exclusion of all other agents.

We would also want to be able to impose some fairness constraint on agents, i.e. each agent must be run at least every k steps.
